What is NYC Local Law 97?
Local Law 97 of 2019 sets annual greenhouse gas emissions limits for most buildings over 25,000 square feet in New York City. Owners pay $268 for every metric ton of carbon dioxide equivalent (tCO2e) above the limit.
When do the limits get stricter?
The first limits apply from 2024 through 2029. Stricter limits start in 2030. For the occupancy groups we cover, the 2030 limits are about 40% to 74% lower than the first period.
How is the penalty calculated?
Emissions are each energy source's annual use times its emissions factor. The limit is floor area times the limit per square foot for the building's occupancy group. The penalty is the tons over the limit times $268.

From each building's own Local Law 84 energy benchmarking filing, published on NYC Open Data. We apply the law's emissions factors and limits to those figures.
Is this an official determination?
No. These are planning estimates. The Department of Buildings decides compliance.
